    Help us improve cycling on Queensbridge Road between Hackney Road and Whiston Road

    We are seeking your views on proposals that will create a protected cycling route along Queensbridge Road to form part of a network of safe cycling routes between the Quietway link at Whiston Road and Quietway 13 at Columbia Road.

    Hackney Council is working in partnership with Tower Hamlets and Transport for London (TfL) to make cycle accessibility improvements on Queensbridge Road from Hackney Road to Dalston Lane as part of the Central London Cycle Grid (CLCG) from Bethnal Green to Dalston Lane. The improvements at Queensbridge Road are being developed in three sections:

    • Section I: Hackney Road – Whiston Road
    • Section II: Whiston Road – Middleton Road
    • Section III: Middleton Road – Dalston Lane

    Hackney, Tower Hamlets, and TfL are committed to making our streets safer for everyone. These changes aim to encourage more walking and cycling, improve air quality and reduce emissions within the local area. Hackney and Tower Hamlets recognise that streets are not just places to park vehicles or drive, but to walk and cycle on too. They are the places where we socialise and live our lives. An aspiration of both boroughs is to reclaim streets from motor traffic and congestion and transform them into attractive and liveable neighbourhoods.

    Queensbridge Road is one such street. Although it is a relatively wide road (about 10.5 metres wide), it was designed for the rapid transit of motorised vehicles and parking. The traffic islands and hatched road markings leave little room for other road users such as pedal cyclists and pedestrians. Between Hackney Road and Whiston Road, 28 collisions were recorded between 2013 and 2017. Sixteen of them involved pedal cyclists.

    The proposed improvements would change the nature of Queensbridge Road to make it a healthier, safer and more pleasant environment for walking and cycling, reflecting the needs of the local area, including its residential estates, Haggerston Park and Haggerston School.

    What are the proposals?

    The following measures are proposed:

    Queensbridge Road raised cycle tracks

    • Installing two metre wide raised cycle tracks between Hackney Road and Whiston Road. These will be next to the existing pavements on both sides of the road. The raised cycle tracks will be separated from motorised traffic by a kerb and from pedestrians by a pedestrian/cycle separator (see example of a separator on page 11 in the FAQs section).
    • Installing a mandatory cycle lane on the carriageway next to the cycle hire scheme at Kent Street.

    Dunloe Street shared zebra crossing

    • Installing a raised table with a parallel pedestrian/cycle crossing (shared zebra crossing for pedestrians and cyclists) at the junction of Dunloe Street and Queensbridge Road. The parallel crossing will allow cyclists and pedestrians to cross Queensbridge Road under the controlled conditions of a zebra crossing. The raised junction table will provide a step-free pedestrian crossing and help with encouraging drivers to keep to the 20mph speed limit.
    • Closing Dunloe Street on both arms with Queensbridge Road to motor traffic to reduce the potential conflict between turning traffic and pedal cyclists and reduce rat running.

    Hackney Road junction improvements

    • Installing a raised entry table at the junction of Hackney Road and Horatio Street to provide pedestrians with step-free crossing facilities.
    • Replacing the existing traffic islands on Hackney Road with wider pedestrian-friendly traffic islands.
    • Refurbishing the road and pavements around the junction.
    • Removing clutter such as redundant guard railings and signs at the junction. Installing double yellow lines between the pedestrian crossings at the junction.
    • Installing low level cycle signals with early release crossing facilities for cyclists at Queensbridge Road and Horatio Street, subject to junction capacity.

    Kent Street raised entry table and zebra crossing

    • Installing a raised entry table at the junction of Kent Street and Queensbridge Road for a step-free pedestrian/cycle crossing at this location.
    • Installing a raised table for the existing zebra crossing at Edith Street to provide controlled step-free crossing facilities for pedestrians when crossing Queensbridge Road. Due to the nature of the road at this location, a parallel pedestrian/ cycle crossing was considered unsuitable.

    Refurbishment of pavements and carriageways

    • The existing pavements adjacent to the raised cycle tracks will be refurbished using standard paving materials. Blended pedestrian crossings will be installed at Kent Street and Dunloe Street side road junctions to highlight the priority of pedestrians over pedal cycles and motorised traffic from the side roads (see example of a blended crossing on page 11 in the FAQs section).

    Whiston Road junction

    • Installing ‘advanced stop lines’ (ASLs) for cyclists at the southern arm of Queensbridge Road connected to the raised cycle track with road markings.
    • Low level cycle signals with early release crossing facilities for cyclists will be considered as part of Section II between Whiston Road and Middleton Road.

    What are the potential impacts of the proposals?

    • If approved, these proposals would provide safe, protected cycling facilities for cyclists between Hackney Road and Whiston Road. Six collisions resulting in slight personal injuries were recorded in 2017 between Hackney Road and Whiston Road, three of which involved pedal cyclists.
    • They would also provide step free crossing facilities for pedestrians at side roads and at controlled pedestrian crossing points.
    • The reduced road width would help reduce the average traffic speeds (outside Haggerston School) to under 20mph.
    • The proposals would help improve accessibility for pedal cyclists and pedestrians at major junctions such as at Hackney Road.
    • Schemes of this nature are expected to contribute to improved air quality as they both regulate private motor vehicle traffic and reduce capacity. The introduction of cycle lanes also increases the distance between polluting vehicles and pedestrians and residents, reducing the effects of pollution.

    Parking

    • The proposals would affect all the parking on Queensbridge Road between Hackney Road and Whiston Road where the existing parking bays will be removed.
    • The existing car club and loading bay at Queensbridge Road will be relocated to Dunloe Street (east). A new electric charging point will also be installed on the same bay.
    • A parking stress survey confirmed that the existing parking bays on the side roads are able to absorb the impact of displaced cars from Queensbridge Road.
    • The existing residents parking bay on Horatio Street would be changed slightly to create space for passing cyclists.
    • The single yellow line between pedestrian crossings at the Hackney Road junction would be converted to double yellow lines.
    • Parking for visitors to the Columbia Road Flower Market would still be available at the ‘pay and display’ parking bays on Yorkton Street, Scawfell Street and Thurtle Road.

    Future schemes

    The rest of the cycle grid to the north of Whiston Road will be consulted on and developed as follows:

    • Section II: Whiston Road to Middleton Road (2020–2021)
    • Section III: Middleton Road to Dalston Lane (2021–2022)

    This 3km route would fill the gap between Lea Bridge and the existing cycle route between the City and Tottenham at Dalston. From Lea Bridge the proposed route heads towards Lea Bridge Road to Lea Bridge roundabout, after which it joins quieter back streets including Downs Park Road and Sandringham Road to connect through to Dalston.

    We are proposing to make some changes to the junction between A10 Kingsland Road and Balls Pond Road, also known as Dalston Junction in Hackney.  

    Background

    Our Safer Junctions programme is reducing road danger at some of the most hazardous junctions in London. These junctions have high collision rates for vulnerable road users, including people walking and cycling. This programme directly contributes to our Vision Zero target to stop people from dying and being seriously injured on London’s road network by 2041.

    The objectives of the programme are to:

    • Reduce road danger and help eliminate Killed and Seriously Injured (KSI) collisions
    • Help create streets where people feel safe to walk, cycle and use public transport
    • Make hostile junctions more welcoming and less dominated by motor vehicles, demonstrating the Healthy Streets Approach

    Why we are proposing to change the junction?

    In the three years up to 31 October 2016, 16 collisions occurred which resulted in people being injured. Five of these collisions involved pedestrians (three on the southern arm, one on the western arm and one on the northern arm). Historic trends also highlight a significant risk for cyclists, although this was not captured as a trend within the 2016/17 study period.

    Changing the layout of this junction would:

    • Reduce road danger by providing more space and priority to people walking or cycling
    • Restrict some vehicle movements to reduce conflict with other road users
    • Make journeys by foot to and from Dalston Junction easier with wider and more direct pedestrian crossings, encouraging more journeys by walking, cycling or public transport
    • Create a more welcoming retail and leisure environment, encouraging people to spend more time in the area

    What are we proposing?

    The proposals are to upgrade the existing junction in a number of ways:

    • Widening the footway to the north, east and western arms to improve the space for people walking
    • Installing coloured surfacing on all pedestrian crossing points to make it easier and safer to cross
    • A new cycle feeder lane into the Advanced Stop Line southbound on A10 Kingsland High Street
    • Banning the left turn eastbound from A10 Kingsland High Street into Dalston Lane for all vehicles except cycles
    • Raising the pedestrian crossing on Dalston Lane at the top of Dalston Square to slow speeds making it easier and safer for people to cross
    • Closing Kingsland Passage to motor vehicles and installing of new seating for places to stop and rest

    A plan showing all the proposed changes is below. These changes are intended to make the junction safer for all users, while significantly improving the environment for people walking and cycling, improving access to Dalston Junction Overground station.

    Healthy Streets  

    The changes proposed in this scheme are part of our commitment to deliver the Healthy Streets Approach. We are taking this approach to create a vibrant, successful city where the streets are welcoming to all and everyone can live active, healthy lives. The streets within this scheme and the proposed changes have been assessed by our designers against ten Healthy Streets Indicatorsusing our Healthy Streets Check for Designers tool. This tool assesses the layout of streets against thirty one measures which produce an overall Healthy Streets Check score out of 100. We use infographics to show the current score for the streets within this scheme and potential scores based on our proposed changes. The Healthy Streets results can be seen in the diagram below.

    Equality Impact Assessment

    We are subject to the general public sector equality duty set out in section 149 of the Equality Act 2010, which requires us to have due regard to the need to eliminate discrimination, advance equality of opportunity and foster good relations by reference to people with protected characteristics. The protected characteristics are: age, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation.

    Traffic impacts

    We have carried out analysis to understand the impact of the above proposals.  We predict no significant impacts to general traffic or bus journey times on the A10, Dalston Lane or Balls Pond Road. No significant impact on journey times for general traffic or buses travelling along the A10.

    The Liveable Streets programme is part of the Love Your Neighbourhood initiative which aims to improve the area for all by making changes to the street infrastructure. By reallocating road space to walking, cycling and public transport, the scheme will encourage changes in travel behaviour which will help to improve people’s health and well being. The scheme also aims to restrict rat running to improve the safety of residential streets.

    Over a 4-year period, 17 areas across the borough have been identified for the scheme. The image below shows the different areas and phases of the scheme.     Hackney Council is working with Islington
    Council and Transport for London (TfL) to make
    improvements to the Cycle Superhighway Route
    1 (CS1) on Balls Pond Road.

    In February 2015 TfL in partnership with
    Hackney Council consulted on the CS1 route
    which included two options for Balls Pond Road:
    an option for advisory cycle lanes on each
    side of the road and an option for a two-way
    segregated cycle track. A positive response to
    the consultation was received showing overall
    support for the segregated two-way cycle track
    along Balls Pond Road.

    In autumn 2015 a second consultation was
    held by TfL in partnership with Hackney Council
    on a motor traffic reduction scheme in the De
    Beauvoir area to assist users of the CS1 route.
    We are now seeking your views on measures
    required to implement the segregated two-way
    cycle track along Balls Pond Road between the
    junctions of Culford Road and Kingsbury Road.
    These measures would complete the route, safely
    connecting the two halves of the CS1.

    One key objective for this proposal is to create a safer, more pleasant environment for
    cycling on the CS1 route through the De Beauvoir area.
    Back in autumn 2015 Transport for London (TfL) in partnership with Hackney Council
    consulted on a motor traffic reduction scheme in the De Beauvoir area that assists users
    of the CS1 route. These proposed modal filters have now been introduced.
    One of the proposals that was not taken forward at that time was a zebra crossing on
    Englefield Road near the junction of Culford Road. From continued feedback from residents,
    and users of the CS1 route through this area, the Council has now reviewed the design and
    location which provides a safe crossing point for cyclists, as well as pedestrians, crossing
    Englefield Road. Please see the drawing attached for more detail.
    Introducing this duel crossing point on Englefield Road at Culford Road will also allow the
    relocation of two of the existing modal filters to be moved to this new crossing point. Modal
    filters are closures to motorised traffic that still allow access for pedestrians and cyclists. "

    We have worked with Hackney Council on proposals for how Stoke Newington would look and operate after the gyratory is removed. Our plans would provide a new northbound cycle track on the A10 and a new bus and cycle lane enabling people to cycle southbound on Stoke Newington High Street.

    This would remove a significant barrier to cycling in the area and provide new traffic-free public spaces to meet, shop, play and relax and a host of other improvements aimed at creating a more attractive and less traffic-dominated environment for people.

    Our plans will accommodate the area’s future growth and encourage active travel, with more people choosing to walk, cycle and use public transport and less people travelling by car.

    These proposals aim to improve the quality of life in the area by:

    Transforming the town centre by creating a single unified retail location with an enhanced environment for pedestrians and cyclists
    Improving the public transport interchange, achieved through two-way bus operation, reducing congestion, and simplifying bus stops
    Improving cycling facilities and access through the A10
    Encouraging more journeys by walking, cycling or public transport to/from the High Street
    Reducing rat-running in residential streets

    Our proposals would:

    Introduce a new northbound cycle track with bus stop bypasses on Stoke Newington High Street providing a dedicated space for people to cycle
    Introduce a new southbound bus and cycle lane along Stoke Newington High Street. Most buses and bikes will no longer travel the longer route along Northwold, Rectory and Manse Road when heading towards the City. This will provide better access to High Street facilities
    Introduce two-way traffic operation along Rectory, Manse and Evering Roads
    New modal filters at the junctions of Tyssen, Hollar and Batley Roads at their junction with the High Street. These closures are designed to reduce rat-running through residential streets
    Create three new ‘pocket parks’ where these roads are closed to traffic, creating a more welcoming retail environment and encouraging people to spend more time in the town centre. There could be new seating areas, trees, local community gardens, entertainment, and cycling parking spaces
    Restrict vehicular access eastbound to Evering Road from Manse Road and to Northwold Road from Rectory Road
    Introduce a new type of pavement treatment at side road junctions called a ‘continuous footway’. Introducing continuous footways in Stoke Newington High Street intends to emphasise that pedestrians have priority
    Introduce three new pedestrian crossings, all with pedestrian countdown, making streets in the area easier and safer to cross
    Introduce a new 20mph speed limit and raised junctions and crossings to slow traffic speeds and reduce road danger
    Formalise parking and loading bays, including hours of operation
    High Street south of Brooke Road: Monday - Sunday from 07:00 - 19:00 , 20 minutes loading and one hour parking only
    High Street between Brooke Road and Stoke Newington Church Street: Monday - Sunday from 07:00 - 10:00, 20 minutes loading only

    We are proposing improvements to the pedestrian and cycling facilities with A107 Clapton Common junctions with Craven Walk and Portland Avenue.

    A107 Clapton Common
    We would like to improve the way cyclists and pedestrians cross. We are proposing to relocate the pedestrian crossing south of Portland Avenue and install a new parallel pedestrian and cycle crossing at the junction Clapton Common junctions with Craven Walk and Portland Avenue. This new crossing for pedestrians and cyclists would make crossing easier for all users.

    Craven Walk would become one-way only (northbound) between the A107 Clapton Common Road and Belz Terrace, except for cycles.

    We also propose to remove a section of the bus lane at bus stop (CU) south of Portland Avenue on the A107 and convert this into a wider pedestrian footway to create better visibility.

    Improved Vehicular Access

    We propose to improve vehicular access on Castlewood Road, Ravensdale Road and Lingwood Road. To achieve this we would need to remove a small section of parking on either side of the carriageway. We would implement single yellow line parking restrictions, to create better visibility and accommodate turning movements.

    We also propose to implement the parking restriction times from 8.30am to 6.30pm Monday to Saturday.

    Traffic impacts

    We predict no significant impact on general traffic times.

    Cars previously turning out of Craven Walk onto A107 Clapton Common may have a slightly longer journey, although by no more than a few minutes. Bus journeys would not be impacted.

    Hackney Council are consulting on Shoreditch's future planning frameworks. The plan acknowledges the negative effects of current traffic levels for people walking and cycling, and the area's character and air quality.   • City Fringe Ultra Low Emission Streets

    Hackney, Islington and Tower Hamlets are collaborating to cut air pollution in the area they are referring to as the 'City Fringe'.

    As part of this, they are proposing 'Ultra Low Emission Streets' in the Old Street/Great Eastern Street area. During peak hours (7-10 and 4-7 Monday-Friday) these streets would be restricted to people walking and cycling, local residents, and drivers of Ultra Low Emissions vehicles (electric or those emitting less than 75g CO2/km).

    The area includes the CS1 route along Paul Street.

  • Queensbridge Road - Middleton Road Area - Environmental Improvements

    The proposals include:

    Installing new traffic signals with full crossing facilities for pedestrians and cyclists on all sides of the junction. The facilities will include pedestrian countdowns, convex cycle safety mirrors, cyclist waiting areas (ASLs) and low level cycle signals with ‘early release’ facilities for cyclists. In addition, the signals will have a full pedestrian phase where pedestrians get to cross the junction in all directions in one phase. The junction will be resurfaced with suitable surfacing materials to remove slipperiness.

    Installing extended pavements outside Queensbridge Primary School to create a quiet space with sustainable urban drainage systems, trees and greenery. The extended pavements will help reduce traffic speeds while the trees and shrubbery will help create a barrier to emissions and improve the air quality outside the school.

  • Oldhill Street - Tyssen School - One-way system and School Streets proposal

    This consultation seeks to gather your views on Hackney Council’s proposals for improving the environment for cycling and walking and controlling traffic flow on Oldhill Street between Stamford Grove East and Feldman Close, including:

    • a one-way system on Oldhill Street from Stamford Grove East to Feldman Close

    • a School Street to make it safer and easier for children to walk and cycle to school.

    The one-way system will serve to stop people driving vehicles along the footway outside Tyssen School.

    For the School Street, the same section of Oldhill Street will temporarily become a pedestrian- and cycle-only zone for 45 minutes at school opening and closing times whilst maintaining access for residents, businesses, pedestrians and cyclists. This will tackle congestion at the school gates and improve the environment and safety for those travelling to school.

    Residents and businesses who live and work on this section of Oldhill Street will be able to register for an exemption so they can still get to and from their homes and businesses by vehicle.

  • Wick Road Improvement Scheme

    Hackney Council’s proposals for improving the Wick Road area
    between Kenworthy Road and Morning Lane, including:
    • reverting Wick Road to two-way traffic
    • adding better pedestrian crossings
    • creating separate cycle tracks in both directions
    • replacing trees
    • removing some car parking.

    For walking
    Better crossing points at the three signal junctions and ‘informal’ (i.e. not signal or zebra) raised crossings between Morning Lane and Barnabas Road, and Barnabas Road and Kenworthy Road. The majority of kerbside parking will be removed, making the environment more pleasant and safe.

    For cycling
    Cycle tracks will mean that people will be able to cycle off the road. The signalised cycling link north-south between Bradstock Road and Barnabas Road will be retained.
    For bus users Buses will be able to travel west to east, which will improve the bus links from Wick Road into the Queen Elizabeth Olympic Park area. New bus stops will be created.

    For local residents
    The two-way traffic will improve vehicle access to the local roads and estates and the A12 from the west. This will reduce ‘rat-running’ on many local roads, improving local air quality and lowering vehicle speeds.

    For the environment
    Sustainable Urban Drainage Systems (SUDS) will be created, the lighting upgraded to LED units and the footpaths and carriageways will be resurfaced. New trees will be planted to replace a number of diseased trees.

  • TfL Proposals for Shoreditch High Street between Hackney Road and New Inn Yard

    Junction of Shoreditch High Street with Rivington Street and Calvert Avenue:

    The following measures would make it safer and more comfortable for cyclists to travel east-west through this staggered junction across Shoreditch High Street:

    We would introduce a right-turn ban for all traffic except cycles exiting Rivington Street into Shoreditch High Street. This would improve safety for cyclists waiting to turn into Rivington Street and pedestrians using the nearby pedestrian crossing. Our latest traffic counts show a maximum of 33 vehicles per hour making this right turn, and we are satisfied alternative routes exist
    We would remove a southbound general traffic lane on Shoreditch High Street to accommodate two new right-turn pockets and three new traffic islands. The traffic islands would protect road users waiting to turn right into either Rivington Street (cycles only) or Calvert Avenue (all traffic)
    We would reduce the size of the footway by a small amount on the northern corner of Shoreditch High Street and Calvert Avenue to accommodate the turning movements of larger vehicles once the new traffic islands are in place
    Junction of Shoreditch High Street and Hackney Road:

    We would enlarge the traffic island to the west of the southbound slip road, reducing the carriageway width and the number of southbound lanes from two to one. This would create more footway space for pedestrians and reduce the distance people have to cross. Making this section of road a single lane for motor traffic would also create space for an advisory southbound cycle lane and reduce the likelihood of conflict between cyclists and motor traffic
    Shoreditch High Street:

    We would install a new southbound bus lane (operational Monday to Saturday, 7am to 7pm) in place of a general traffic lane from south of Rivington Street to the pedestrian crossing opposite New Inn Yard. This bus lane would also be available to cycles, taxis, motorcycles and coaches. The loading bay outside the Ace Hotel, and the existing bus stand and bus stops on Shoreditch High Street would not be affected by the bus lane

    Hackney Council are proposing changes at the junction of Cassland Road and Terrace Road, which include:

    1 Upgrading the traffic signals to include the northern arm of Terrace Road to improve the flow of traffic at the junction.

    2 Providing straight-across signalised pedestrian crossings at the junction to improve accessibility.

    3 Removing the existing pedestrian island as it is not required for the new improved signal arrangements.

    4 Introducing new advanced stop lines to aid cyclists at the junction.

  • Rivington Street and Charlotte Road Pedestrian, Cycle and Air Quality Improvemen

    Rivington Street between Great Eastern Street and Garden Walk It is proposed to relocate the existing parking bays to improve the westbound cycle contraflow along this one-way road, making it safer for cyclists travelling in the opposite direction towards oncoming traffic.

    The current cycle contraflow arrangement forces cyclists to ride very close to parked vehicles increasing the risk of collisions when someone opens the door on the path of a cyclist.

    The current arrangement also encourages travelling westbound cyclists to ride in the middle of the road risking a head on collision with a vehicle travelling eastbound.


    The Proposals include:

    Relocating the existing permit holders and motorcycle parking bays located on the southern side of Rivington Street, to the other side of the road. The overall number of permit holders and motorcycle parking spaces in this section of Rivington Street will

    not change.

    Relocating the parking bays to the northern side of Rivington Street will make this section safer for cyclists, making it more attractive and encouraging more people to cycle along this route and the wider Q13.

    2 Rivington Street – Charlotte Road junction

    This junction is a place where local workers, residents and visitors pass through, but at the moment it is a confusing place with insufficient identity that doesn’t cater to its Hackney wants to improve the public realm at the Rivington Street – Charlotte Road junction, bringing benefits for the local community and making walking and cycling at this location easier and more accessible.


    The Proposals include:

    Raising the junction and the approaches and using different materials to encourage drivers to slow down, making it safer for people walking and cycling at the junction.

    Introducing a shared space area at the junction with a kerb-free flat surface with no barriers, allowing pedestrians, cyclists and vehicles to occupy the same space, with more freedom of movement.

    Enhancing the public realm to improve the overall value of the junction, including high quality materials to improve aesthetics and recognise the architectural quality of adjoining buildings.

    Removing kerbs to allow easier movement around for wheelchair users, the elderly and those with pushchairs.

    Relocating the motorcycle parking bay on Charlotte Road (north) to the other side of the road to create deflection and reduce vehicle speeds on the southbound approach to the junction.

    Relocating the cycle parking on Charlotte Road (north) to Charlotte Road (south) toimprove access and minimising the use of traffic signs and road markings to reduce clutter.
